Jodi Davis, President

Jodi is the President and CEO of Crossroads Staffing.  Crossroads was named the largest staffing company by the Pacific Coast Business Times for the last 10+ years and prides itself on customer-driven solutions.  Crossroads provides recruitment, training, and interviewing services for businesses throughout California as well as nationwide specialized and executive-level searches.
Jodi has obtained both her PHR (Professional in Human Resources and CSP (California Staffing Professional) accreditations and has been awarded Top 50 Women in Business by Pacific Coast Business Times and Woman Business Owner of the Year by NAWBO.  Jodi has been in the staffing industry since 1998 and has served on EAC boards of directors since 2004.

Julie Rodriguez, Treasurer


Julie Rodriguez joined West in 2016.
Julie is a Senior Human Resources Consultant at BBSI, a Professional Employer Organization (PEO) that provides comprehensive services including payroll management, human resources consulting, workers’ compensation, and health benefits. With over 20 years of experience, Julie is an expert in human resources, risk and safety management, finance, and operations. Her broad expertise allows her to offer strategic insights and solutions that help businesses enhance efficiency, compliance, and employee well-being. Specializing in employee relations, performance management, and compliance, Julie brings a wealth of knowledge and a proven track record of building high-performing teams. Throughout her career, Julie has successfully navigated complex HR landscapes, implementing innovative policies and processes that enhance workplace culture and employee engagement. Her expertise spans a wide array of industries, making her a versatile leader capable of addressing diverse workforce challenges. Julie holds a Masters Degree in Business Administration. Julie joined the Board of East County EAC in 2024.

Ryan Haws, Board Member


Ryan received his Juris Doctorate from Loyola Law School in 2009.  He is a partner at LightGabler LLP where he focuses exclusively on employment law matters including, day-to-day advice and counsel (keeping EMPLOYERS from getting sued).
Ryan has served as a Board Member of the Western Ventura County Employer Advisory Council since 2012.

James Nagy, Technology Chair


James (Jim) Nagy is a seasoned entrepreneur and strategic leader with over 30 years of experience driving business growth and innovation. As the Co-Founder and owner of Sprocket Websites, Inc. and J&S Tech Designs, Jim has earned recognition for his expertise in digital marketing and business process automation, transforming the online presence and operations of small and medium-sized businesses.

Jim’s leadership extends to ensuring website safety, security, and ADA compliance, reflecting his commitment to delivering effective and responsible digital solutions. Through his work, Jim has championed secure, accessible, and high-performing online platforms that empower businesses to thrive in the digital age.

Jim’s influence extends beyond his professional endeavors. He serves as a board member and Technology Chair for both the East and West Ventura County Employer Advisory Councils, where his passion for technology and innovation and his dedication to empowering local businesses have established him as a trusted advisor and influential voice in the industry.

Fanny Alarcon, Programs Chair


Fanny Alarcon is a bilingual (Spanish & English) Human Resources professional who has over 14 years of experience in the field. She has serviced various sectors including manufacturing, agriculture, food, skilled nursing facilities, and construction. She has been attending WVCEAC events since 2010. She is the Human Resources Manager for Staples Construction.

Leticia "Tish" Morales, Board Member


Leticia is a Human Resources Generalist at Haas Automation Inc, an American machine tool builder and large employer headquartered in Oxnard, California. Leticia has been employed with Haas since 2005, with her main focus on managing the Workers’ Compensation and Reasonable Accommodations programs.

Lorena Gomez, Board Member


Lorena has been the business administrator for Coastal Occupational Medical Group since 2005 and has worked in the occupational medical industry since 1991. She has served as a Board Member of the Western Ventura County Employer Advisory Council since 2012.

David Espinoza, Board Member

David Espinoza serves as the Vice President of Commercial Lines at HUB International, where he excels in cultivating business relationships and ensuring legal compliance within the dynamic insurance sector. His proficiency in business development is complemented by a strong commitment to fostering an inclusive workplace, enabling his team to deliver customized insurance solutions effectively. Bilingual in English and Spanish, David’s dedication to professional excellence and inclusivity drives both innovation and success within his organization.

Local Veterans Employment Representative (LVER)

David Navarrete is an active member of the “Business Services Team” and conducts employer outreach and job development on behalf of all veterans within Ventura County. David conducts job development activities in the local community that will also assist members of the Employers Advisory Council in connecting employers with qualified veterans. Conducts outreach and coordinates with unions, apprenticeship programs, and businesses or business organizations to promote and secure employment and training programs for veterans.

Evelyn Lopez, Board Member - EDD

Jacqueline works with employers to provide assistance in job postings, recruitment services and labor market information. She also assists in specific EDD projects and programs like, Youth Employment Opportunity Program (YEOP), Agricultural Recalls and Rapid Response.
